METHOD · QUALIFY THEN RANK

Current Core Logic.

The governing Cascade is RG → RF/NCRC → TRC → CSV → RLS. Protect qualification before comparison; do not treat compensatory welfare ranking as authority to override hard constraints.

Five ordered checks

RG · Reality Grounding

Ground the decision in physical and causal facts, evidence quality, uncertainty, and the declared candidate set.

RF / NCRC · Rights Floor

Screen inadmissible options under the stated rights protections before any aggregate welfare score is used.

TRC · Tail-Risk Constraint

Compare downside risk over scenario families; a high average benefit cannot excuse unacceptable severe harm.

CSV · Structural Viability

Test capacity, reversibility, monitoring, governance, dependencies and externalities. A candidate that cannot responsibly be carried out fails qualification.

RLS · RippleLogic Score

Rank remaining options within the 49-cell welfare accountability structure and state the decision record and review conditions.

Scope and verification

The public Canon v13.0 and SGP v8.8 Release I define the precise fields, thresholds, scenario requirements, welfare boundaries and source hierarchy. This page is an accessible outline, not an alternative normative specification.

The framework has not demonstrated universal superiority, certified deployment readiness, or legal authority. Claims should be tested independently with adverse findings preserved.
